1. What services does the City of Owasso provide?

The City of Owasso provides sanitary sewer and refuse service for all city residents. Depending upon the area of the city that you live in, water service may be provided by the City of Owasso, Rogers County Rural Water District #3, or Washington County Rural Water District #3. Please contact the Utility Billing Department at 918-376-1500 to determine which entity would serve your residence or business.

2. What do I need to get my services started with the City of Owasso?

We require a completed and signed contract for service, 2 forms of ID, and proof of ownership or valid lease agreement. A $75 deposit for residential customers that own their home and a $125 deposit for residents renting. For commercial customers, a $125 deposit is required. There is a non-refundable service initiation fee of $10 for all new or transferred service.

3. How much notice is needed to get service started?

After the application and all information is received, we need 1 business day notice to get the water service started.

4. Is the deposit refundable?

The deposit is held for 5 years or until the account closes, at which time the deposit will be credited toward the final bill. If the final bill is less than the deposit, then a refund check will be issued and mailed to the customer.

5. Will a letter of credit waive my deposit?

There is a city ordinance requiring a deposit on every new account.

6. How can I make my payment?

We currently have several different payment options: You can pay by debit or credit card with no processing fees by calling 918-376-1520 or 918-376-1521. You can mail your payment to: P.O. Box 180 Owasso, OK 74055 You can pay in person by bringing your payment to our office at: 200 S Main Owasso, OK 74055 We also have a drop box you can put your payment in located in the west parking lot. You can also pay your bill online with the PSN payment system. Click here for information.  You can sign up for the City of Owasso's automatic payment withdrawal program. It is a free service through which your utility payment is automatically withdrawn from your checking account. Visit the Utility Department Page for more information.

7. Can I receive my water bill electronically?

We do offer eStatement paperless billing. You can sign up at our eStatement page to activate your account for paperless billing. You will then receive an e-mail monthly notifying you to log-in to your eStatement account and view your billing image.

8. How do I get the senior (65+) ambulance discount?
