1. How much is the Ambulance Service fee?

Effective April 1, 2015, City of Owasso utility customers are billed a $4 monthly fee for ambulance service. Senior rate (over 65 yrs old) are billed a $2 monthly fee, please contact utility billing office 918-376-1521 to receive the discounted rate. The monthly ambulance subscriber fee is mandatory per city ordinance for all utility customers within the corporate limits of the city who receive water service and/or sanitary sewer service from the City of Owasso.

2. What does the ambulance service fee cover?

The Owasso Ambulance Service subscriber fee covers an emergency transport by the City of Owasso ambulance service for any person living in the subscriber household. It also covers emergency transport for any person at a subscriber household.

3. The fee I’m charged can’t possibly cover the cost of an ambulance trip. Who pays the rest of the cost for ambulance service?

If you have insurance coverage, services for emergency transports are billed to the patient’s insurance carrier through the City of Owasso’s third party billing agency. Remaining balances that are unpaid by a City of Owasso ambulance subscriber’s insurance company are covered by the Owasso Ambulance subscriber fee and no further collection attempts will be made. Subscribers should experience no out-of-pocket expenses.

4. What isn’t covered by the fee?

Transportation for a scheduled appointment or to a non-emergency facility is not covered by the monthly ambulance fee. Transportation from a hospital to a skilled care facility is not covered by the monthly ambulance fee.

Service for non-emergency transports (transports not made to the Emergency Room) are billed in full to the patient’s insurance carrier through the City of Owasso’s third party billing agency. Balances that are unpaid by insurance are the responsibility of the patient to pay.

5. What do I do if my insurance carrier sends me the payment for ambulance service?

All insurance claims paid on behalf of the patient for ambulance service should be paid directly to the City of Owasso. It is the responsibility of the patient to forward payments from their insurance provider to the City of Owasso. Payments received by the patient should be endorsed and forwarded to the City of Owasso.

6. Are Emergency Medical Services Authority (EMSA) and other carriers also covered by my Owasso Ambulance fee?

You should be aware that the City of Owasso has a “mutual aid agreement” with other ambulance services and that there are occasions when EMSA or another agency will be called to perform emergency transport of an Owasso subscriber. This may occur when all City of Owasso ambulances are involved in other emergencies. At this time, if your transport is performed by EMSA, it is not covered by your subscription.

7. What if I live in Collinsville?

Persons living in Collinsville who have a current ambulance subscription with the City of Collinsville and are transported by the City of Owasso ambulance service are treated the same as persons with a City of Owasso ambulance subscription.

Note: Verification of the ambulance subscription with the City of Collinsville will be required. Collinsville also honors the City of Owasso’s ambulance subscriptions.

1. Does my animal have to be kept on a leash?

Dogs are required to be on a leash or under restraint. An animal is considered under restraint under any of the following conditions:

• It is humanely controlled by a leash held by a competent person.
• It is securely tethered in a humane manner within the property limits of its owner or keeper.
• The animal is confined on the premises of its owner.
• Under verbal control on private property.

In all cases, restraint shall be sufficient to prevent the animal from biting, attacking, or having physical contact with any person, unattended children, or animal.

Note: Cats are exempt from the leash law and are not required to be on a leash.

2. Does my animal have to be spayed/neutered?

By Oklahoma state law, and Owasso city ordinance, all animals are required to be spayed/neutered, and Rabies vaccinated.

3. How many animals can I have in the city limits?

Maximum number of dogs allowed is 2 and the maximum number of cats allowed is 3.

4. Can I have exotic animals in the city limits?

Any wild or exotic animal not generally recognized to be domesticated are unlawful to keep, harbor, maintain or have in his/her possession or under his/her control within the city limits.

5. Where can I take a stray animal?

Stray animals may be brought to the animal shelter located at 500 S. Main Street, however, you must live within the city limits of Owasso for the animal to be accepted, and must provide proof of residency in the form of a photo ID or driver's license.

Animals found outside Owasso city limits or found by persons not residing in Owasso city limits, must take the animal to the appropriate jurisdictional facility or contact that jurisdiction for instruction.

6. Does it cost to surrender an animal to the Animal Shelter?

The surrender fee for adoptable animals is $10.  The surrender fee for unadoptable animals is $25.  Proof of residency is required.

7. Who can surrender an animal to the Animal Shelter?

Any Owasso residents living within the city limits of Owasso.  You must provide proof of residency in the form of a photo ID or driver's license.

8. Can I just drop off an animal to the shelter without there being an Animal Control officer there? If I do what could happen to me?

Animals can only be dropped off during normal business hours. It is a violation of state and local law, punishable by imprisonment up to one year, or up to $500 fine, or both. Any animal dropped off or abandoned at the animal shelter is investigated and fully enforced.

9. Who do I call to report a barking dog?

You can report a barking dog to the Owasso Animal Shelter at 918-272-4965 during the normal business hours, Monday - Sunday 9 a.m. to 5 p.m.  If the Animal Control Officer is away from the office, please leave a message.

After hours, contact the Owasso Police Department non-emergency number at 918-272-2244 and they will respond to the residence on a noise complaint.

All permanent planting requires written permission from either City Hall or the cemetery sexton. Staff will not approve planting unless the plant is next to the stone and will not interfere with mowing. No planting of shrubs or trees is allowed. City employees are prohibited from watering or weeding plants - plantings must be maintained by the individual who planted them.

5. How can I purchase a burial plot?

Currently, all spaces have been sold.

1. Can I get a same day inspection? What information do I need to leave on the inspection line?

As long as the inspection is received prior to 2 p.m. it will be performed that day. The information that needs to be given is:

2. Can I run a business out of my home?

Home occupations are permitted as accessory uses.  A home occupation is an occupation, profession, or trade customarily carried on by occupants of a dwelling unit as a secondary use that is clearly incidental to the principal use of the dwelling unit for residential purposes.  Home occupations are allowed as an accessory use, subject to the following provisions:

• Location.  Home occupations shall be conducted only within the principal structure.
• Area.  The maximum floor area utilized for home occupation purposes shall not exceed twenty-five (25) percent of the total floor area of the principal structure.
• Employees.  The home occupation shall be engaged in only by the family or person occupying the dwelling as a private residence.  No person shall be employed in the home occupation other than a member of the immediate family residing on the premises.
• Merchandise.  The home occupation shall not involve retail sales transactions on the premises.
• Visibility of Merchandise.  No merchandise shall be displayed in such a manner as to be visible from outside.
• Outdoor Storage.  No outdoor storage shall be allowed in connection with any home occupation.
• Maintenance of Non-Commercial Character.  No alteration of the non-commercial character of the premises may be made, including the removal of garage doors.
• Signs.  No signs, display, or advertising on the premises shall be permitted.
• Disturbances.  No device of any kind or other activities shall be allowed that create noise, dust, odor, or electrical disturbance that is affiliated with a home based business.  This shall not be interpreted to include the operation of hobby equipment, yard maintenance equipment, or other activities that are normal to day to day living and enjoyment of personal property.  No noises shall be allowed to create a public nuisance or disturb the peace as per the Owasso Code of Ordinances.
• Traffic and Parking.  No home occupation shall generate more than ten (10) trips per day to and from the premises.  All parking needs generated shall be accommodated by off-street parking which does not alter the residential character of the premises.
• Customers.  Home-based business shall be operated in a discreet manner and not be of a type that generates significant customer traffic.
• In-Home Daycare.  In-home daycares are permitted as a home occupation but shall be regulated by the State of Oklahoma.

The following shall not be considered a home occupation:

• Barber shop or hair salon with more than one (1) chair
• Tea room or restaurant
• Bed and breakfast
• Auto repair
• Assisted living facility
• Doctor or dentist office
• Child care center for eight (8) or more children under the age of eighteen (18)
• Inn or tourist home
• Cabinet, metal, or machine shop

3. Can I build a carport over my driveway?

4. Do I need a permit for a fence and what is the maximum height?

No permit is required for a fence. Fences and walls within yards shall not exceed 8 feet in the rear yard. A fence in the front yard shall not exceed 4 feet. Fences shall not be placed in such a way as to obstruct the vision of motorist. No fences, other than open split rail fence or barbed wire fence, shall be built in any 100-year flood plain area.

5. Do I need a permit for a storage shed on my residential property?

If the shed is sitting on skids it does not need a permit but does need to stay off easements and have a minimum setback of ten feet from any side yard or rear lot lines. 6. Do I need a permit to do work on my own house?

7. Do I need a permit to enclose my garage?

8. How large can a detached accessory building be in my rear yard if I am residentially-zoned?

It cannot cover more than 20% of the area of the minimum required rear yard and total floor area cannot exceed 500 square feet.

9. How long does it take to receive approval for a residential single family or commercial building permit?

Residential permits take 3 to 5 days and a commercial building permit takes 10 to 15 days. Applicants are notified when the permit is ready to be issued.

10. How much is a contractor, sub-contractor, journeyman, or apprentice license?

The City of Owasso does not issue licenses for contractors. All contractors are required to carry valid licenses that are issued by the State of Oklahoma.

11. What are the requirements for running a daycare out of my home?

12. What do I need to do if I want to start a new business in town?

13. What paperwork do I need for a single-family building permit?

You will need one set of house plans and a site plan along with the completed permit. 1. When should I call 911?

We encourage the community to visit the stations; particularly the fire station that protects your home and family. You should be aware that the firefighters may be away from the station for any number of reasons when you try to visit. Don’t be discouraged, just try again some other time.

4. Who do I contact to schedule a fire station tour for my group?

5. Why do I see fire trucks at stores and restaurants?

Firefighters work 24 hour shifts every 3rd day, so they work, eat, and sleep at the fire station. Sometimes they are at these places doing inspections or other fire related activities. Other times you may see them at the grocery store buying food to take back to the station to prepare and eat, or at one of our local restaurants eating lunch or dinner.

6. Are the ambulances in Owasso part of Emergency Medical Services Authority (EMSA)?

No. The ambulance service in and around Owasso is provided by the Owasso Fire Department. Almost all of our firefighters are also paramedics, and these individuals are trained to handle many different types of emergencies.

7. Why does a private ambulance service respond to calls in Owasso?

Occasionally, the fire department receives more calls for service than it can handle. When this situation happens, the fire department relies on assistance from another ambulance service. This practice prevents the patient from having to wait for one of our ambulances to become available.

8. How do I get a copy of a fire report for my insurance company?

Call Fire Administration at 918-272-5253 or come by the administration office at Fire Station #1 (8901 N. Garnett Rd.) during normal business hours. You will need the date and location of the fire. The cost is $0.25 per page (most reports are less than 5 pages).

9. Will the fire department help me install a child safety seat in my car?

Yes. There are several certified car seat technicians at the Fire Department. You can call the Fire Department at 918-272-5253 to ensure a technician is on duty. You can stop by any fire station and we will install your car seat (providing a technician is available).

10. Is it okay to burn discarded material in my yard?

No. It is illegal to burn discarded material (refuse / trash) on your property. However, you may burn tree limbs / brush if it was generated from your property and you live outside the city limits. For more information refer to the Oklahoma Department of Environmental Quality website.

1. Can I set off fireworks in the city limits?

No, many years ago the City Council adopted an ordinance prohibiting the sale, use, display, firing, igniting, lighting or discharge of fireworks inside the city limits. The ordinance does have an exception for sparklers, fountains, and all such types of fireworks that are not explosive or noise making in character and are stationary.

2. If the sale of fireworks is not allowed in the city, why can churches and schools sell them?

The ordinance prohibits the sale of fireworks inside the city limits. The stands/tents selling fireworks are actually located in areas that are not annexed into the city limits of Owasso. These areas are in either Tulsa County or Rogers County jurisdiction. The City does not receive any sales tax from the sale of fireworks.

3. Why does the City prohibit fireworks, and then turn around and break the law by having a fireworks show?

The Fireworks Ordinance contains a separate provision that gives the City Council authority to approve and sponsor, for the common good, a professionally supervised public display of fireworks within the city celebrating Independence Day. The public display of fireworks must meet each of the following requirements:

• The event must be open to the public, free of charge;

• The use, display, firing, ignition, lighting and discharge of the fireworks must be done in the presence of an authorized representative of the Fire Department; and

• The group(s) organizing the event and igniting the fireworks must indemnify and hold the city harmless for any damage caused by the event and provide an insurance policy, with the city named as an insured, covering and protecting the city from liability to the extent it is not immune by state law.

4. Why doesn’t the City sell permits to Owasso residents to shoot off fireworks like other cities?

Issuing “fireworks permits” to residents does not diminish the danger involved to both people and property. The use of airborne fireworks in an urban environment poses a direct danger to property and significantly increases the risk of structural fires in the “built community”. Similarly, it is well documented that the use of all other types of fireworks increases the number of personal injuries to both those who use them and to spectators in the immediate area. Fortunately, Owasso has not had a major property loss due to the use of fireworks and attribute that, in part, to the legal ban on the use of fireworks in the urbanized area. The liability to the taxpayers, if damages occurred by allowing use, is simply not worth the risk.

5. Wouldn't the sale of a fireworks permit generate revenue for the city?

Depending on the cost of the permit, any revenue generated might simply cover the cost of enforcement of those permits. At $20 per permit, the revenue is not sufficient to justify the potential loss of property or personal injury. There is not sufficient revenue in a fireworks permit to add the firefighters needed in the City's efforts to lower our resident’s ISO rating and reduce property owners insurance cost. Just the loss on one home (not to mention the possibility of the chain events of a structure fire on other properties) would outstrip the revenue associated with a fireworks permit. The medical cost on one serious accident to a resident would easily be more than the revenue projected for a fireworks permit.

Owasso's sales tax is actually made up of three separate taxes: the state tax, the city tax, and the county tax. The state tax is 4.5%. The city tax is 4.05%. The Tulsa County sales tax is .367%, and the total Rogers County sales tax is .833. Most retail establishments for Owasso are in Tulsa County, with a total sales tax of 8.917%. Very few retail establishments are in the Rogers County area of the Owasso city limits. That area is east of N 145 E Ave, with a total sales tax of 9.383%

1. What is methamphetamine?

There is a new drug menace in your neighborhood. It’s called methamphetamine, an illegal and very addictive drug. It is made in illegal laboratories hurriedly set up in bathrooms, basements, garages and many other places in and around a residence. Many neighborhoods, just like yours, have already seen these makeshift laboratories. An explosion in one area filled the air with toxic chemicals.

2. How is methamphetamine made?

Methamphetamine is made with common household products sold in stores throughout your city. Many of the products are listed on our Methamphetamine page.

3. Are these household products dangerous?

Used as designed, these household products are generally safe. Mixed together, as they are to make methamphetamine, they can become explosive and/or give off toxic fumes that attack mucous membranes, skin, eyes, and the respiratory tract. They can even kill. Innocent people, including children, have died when methamphetamine labs blew up.

4. What can I do?

There are certain things that you as a private citizen can do to help stop methamphetamine manufacturers in your neighborhood. Drug dealers and methamphetamine manufacturers have common habits which are easily observed by the average citizen. 3. I received an insurance ticket, I had insurance. I just couldn't find it. What do I do?

By appearing before the office of the Court Clerk at City Hall (200 S. Main) prior to your court date, with valid proof of insurance showing the effective date of coverage on or before the date the citation was issued, the citation will be dismissed without costs to you.

4. I received an insurance ticket; I didn't have insurance at the time. I have insurance now. What do I do?

Operating a vehicle without having valid insurance coverage could constitute a suspension of your driving privileges and require paying a reinstatement fee to the Department of Public Safety. If this is your first insurance citation, you may avoid this action by appearing before the court on the date and time provided; then showing your current proof of insurance to the Judge. You will be required to pay the fine and court costs. Upon payment in full the citation may be dismissed.

5. I received a citation for my driver's license and/or license tag being expired, do I have to go to court?

By appearing before the office of the Court Clerk located at City Hall (200 S. Main) prior to your court date, and providing a receipt of renewal for your driver's license or license tag, the fine will be reduced to $30 and the citation will be dismissed.

6. My minor child has received a citation for a non traffic offense; do we have to appear in court?

Yes. All juvenile offenders of non traffic violations must make a mandatory court appearance. As a parent or legal guardian, you are required to attend all court proceedings with your child.

7. What happens if I don't appear in court or I don't pay my fine?

Failure to appear before the court or failure to pay a fine that has been assessed will result in a Bench Warrant being issued for your arrest. The court will also request to the Department of Public Safety that your driving privileges be suspended until the matter is resolved. The Department of Public Safety will require a reinstatement fee, should your driving privileges be suspended.

No. You must report a crime in the jurisdiction where it occurred. You may only report crimes occurring in Owasso to the Owasso Police Department. We will gladly give you the contact number for other area agencies, if needed.

Fireworks that make a loud explosion or launch into the air are prohibited.

7. Someone cut me off in traffic, I have their tag number what do I do?

If you have the tag number as well as description of the vehicle in question, and can positively identify the driver, then you may have enough information to file charge via citizen’s complaint. Please request to speak with an officer if the above information is available.

Never take the law into your own hands. The best course of action concerning an aggressive driver is to give them lots of distance and let them pass you. Never chase someone on the highway. It is dangerous, and rather than helping, you are becoming part of the problem. Many people are killed each year as the result of road rage.

As long as there is no “hold” on the vehicle, the process to get it back is simple. Each wrecker service will set their own criteria for release, generally they are as follows:

• You must be the registered owner.
• You must bring the title or registration to the wrecker service.
• You must show proper identification to the wrecker service.
• You must pay the wrecker company for the towing and storage of your vehicle.

9. How can I get someone out of the Owasso Jail?

There are several ways to get someone out of jail. The person has to be sober, and eligible for bond. A bond is a cash deposit to guarantee that someone will appear on their court date. If they do not show up for court, their bond is forfeited to the court. If they do show up for court, their bond may be returned to the person who posted it. Here are the methods of getting someone out of jail:

• Pay the full amount of their bond. Either in cash, (exact change required) or by credit card. If the prisoner shows up for court, the bond may be returned to the person who posted it. (You must contact the Court Clerk!)
• Contact a bondsman. The bondsman may charge you whatever amount you both agree on. The money given to a bondsman will not be returned to you. The bondsman will sign paperwork to have the prisoner released.
• Contact an attorney. The attorney can sign for the prisoner and the prisoner will be released. Again, the fee the attorney charges you will not be returned by the court, and is negotiated between you and the attorney.
• Wait 10 days. Owasso is a 10-day holding facility. We must release a prisoner after 10 days of incarceration.

10. I locked my keys in my car, can the police open it?

No. The Police Department no longer offers this service. It will be necessary for you to contact a locksmith for assistance.

11. Someone owes me money can I have the police make them pay me back?

No. The police cannot force someone to honor a civil agreement. You need to take that person to small claims court; however, we would be glad to have an officer speak to you to ensure that you have not been the victim of fraud or some other crime.

2. Do you have service for yard waste?

Yard waste has to be separated from regular trash from April - November. Yard waste bags can be purchased for a cost of $9 for 10 bags. Bags may be purchased at the utility billing window at City Hall or QuikTrip locations in Owasso. There is no charge for pickup of yard waste bags.

3. What can I recycle?

The City does not collect old appliances. Washers and dryers may be disposed of at the Owasso Recycle Center. The convenience station does not accept old refrigerators.

1. What services does the City of Owasso provide?

The City of Owasso provides sanitary sewer and refuse service for all city residents. Depending upon the area of the city that you live in, water service may be provided by the City of Owasso, Rogers County Rural Water District #3, or Washington County Rural Water District #3. Please contact the Utility Billing Department at 918-376-1500 to determine which entity would serve your residence or business.

2. What do I need to get my services started with the City of Owasso?

We require a completed and signed contract for service, 2 forms of ID, and proof of ownership or valid lease agreement. A $75 deposit for residential customers that own their home and a $125 deposit for residents renting. For commercial customers, a $125 deposit is required. There is a non-refundable service initiation fee of $10 for all new or transferred service.

3. How much notice is needed to get service started?

After the application and all information is received, we need 1 business day notice to get the water service started.

4. Is the deposit refundable?

The deposit is held for 5 years or until the account closes, at which time the deposit will be credited toward the final bill. If the final bill is less than the deposit, then a refund check will be issued and mailed to the customer.

5. Will a letter of credit waive my deposit?

There is a city ordinance requiring a deposit on every new account.

6. How can I make my payment?

6. How does cooking grease affect wastewater treatment?

Cooking fats, oil and grease are some of the primary causes of sewer systems backups and overflows. Grease and oil congeal when mixed with water, sticking to the walls of the pipe and building up over time. Eventually, the solidified oil and grease will clog the pipe, causing problems in your residence and/or at the treatment plant.

Additionally, cooking fats, oil and grease are some of the most difficult substances to break down, which can slow down the treatment process. This prevents us from meeting our goal of making all public waters suitable for wildlife and public use, so please help us to help you by keeping cooking fats, oil and grease out of the collection system.

7. Can I flush disposable wipes?

We ask that Owasso citizens do not flush disposable wipes. Disposable wipes do not break down as easily as toilet paper or similar substances, which can create major problems in the collection system. Removing them from the wastewater treatment process is labor intensive and requires specific mechanical methods, all of which creates additional expenses for the citizens of Owasso.
