Park Shelter Reservations

COVID-19 UPDATE

We recommend for your safety and mutual enjoyment of the parks, that you continue to practice social distancing with all who are outside your immediate family. Out of respect for others, please exercise all applicable precautions against virus spread.

Park Shelters are available for reservations at the following parks: 

  • Centennial Park
  • Elm Creek Park
  • Friendship Gazebo
  • Funtastic Island
  • Rayola Park

To make a shelter reservation, click on the park name below then fill out and submit the reservation form. Park hours are from 8:00 A.M. to 8:00 P.M.

  • Park Restrooms - Open daily from dawn to dusk, March through November.
  • All park restrooms close for the winter in November 2021, weather permitting.  
  • Park restrooms will reopen March 2022, weather permitting.  

Once you have made your shelter reservation, it cannot be changed; unless there is an unforeseen personal emergency or in the event of inclement weather. We will handle this on a case by case basis.

How To Make A Park Shelter Reservation: 

  1. Create a user name and password on the City Website
  2. Check your email to confirm your new user name and password (you must complete this step in order to proceed)
  3. Once you have completed step 2, click on the park you are wanting to reserve and fill out and submit the form
  4. Once you have submitted the form, you will receive an automated email confirming that your application was submitted
  5. Once your form has been processed, you will receive an email with payment information and instructions on how to make your payment
  6. Please allow a minimum of 7 days for processing.
  7. Cost of shelter reservations are as follows:
    1. $30 for the first 2 hours 
    2. $10 for each additional hour

The Recreation and Culture Department Does Not post "reserved" signs on the park shelters. To ensure your occupancy, you must take your Shelter Permit with you.

Elm Creek Park Renovations 10/14/20

Over the last five (5) years, the City has been evaluating solutions to the erosion and deterioration of portions of the Elm Creek Park pond. 

We examined a variety of possibilities, knowing it is imperative we address these challenges for long term stability. 

Furthermore, the City’s master plan includes a renovation of the Elm Creek playground. Due to the age of the current playground equipment, as well as safety concerns, we believe it is in the best interest of the City as well as all park patrons to remove the existing playground equipment. The playground equipment will be replaced with a more modern, upgraded feature.  

We are excited to announce that we have begun the renovations to Elm Creek Park. For safety reasons, Elm Creek Park will be closed for the duration of the renovations.

UPDATE 8/16/21

We are happy to announce that the Elm Creek Park Playground, Pavilion, and Parking Lot project is now complete and open to the public. The restrooms and walking trail at Elm Creek Park will remain CLOSED while contractors continue to complete the bank stabilization project. 

UPDATE 7/21/21

Owasso’s Recreation and Culture Department appreciates and values the opportunity to provide fun and safe areas for people to gather and celebrate their lives. Our community parks are one of these frequented locations where we see that the most. As we add upgrades and develop for the future, construction delays and park downtime are necessary consequences to reaching these goals. We understand the frustration and disappointment it causes our citizens when deadlines are not met, and extensions are required.

Sincerely, we, too, feel the same and want nothing more than to complete the projects. Unfortunately, unavoidable circumstances do arise, and we have to adjust. Our objective in these instances is to communicate the status of the projects and update the community as information becomes available.

Elm Creek Park renovations have not been completed due to several unavoidable situations, such as:

  • Stabilization of the pond bank has been delayed due to additional requirements to the out-flow structure discovered once the contractors drained the pond. Once the structure has been built and installed, the remaining portion of the stabilization should move pretty quickly.
  • The construction delay of the new playground is a result of the shortage and unavailability of resin used in the glue to fabricate the walking surface of the structure. Once contractors locate a vendor to supply this necessary ingredient, they will install the surface, and the playground will be completed very quickly.

Funtastic Island * CLOSED FOR RENOVATIONS*

FUNTASTIC ISLAND PARK RENOVATION

 Owasso’s Recreation and Culture Department has some exciting news to announce! Funtastic Island Playground, located at the northern portion of the sports park off 116th Street, is undergoing a complete renovation. The new park will include:

  • Brand new playground features
  • Rubberized ground surface
  • Synthetic turf
  • Shade structures
  • An interactive splash pad
  • An expanded parking lot

Funtastic Island is a very popular recreation destination for our community; however, after sixteen (16) years of use, it is time to renew and develop the space with an updated, modern, and innovative play area for kids and families.

As we renovate and develop for the future, park closure for construction is necessary for achieving this development. Funtastic Island will be closed starting Monday, August 16, 2021, until February 11, 2022. We understand the disappointment and frustration facility downtime can create, but we feel confident that the renovation results will be worth the wait.

Park Shelter Reservations Guidelines

  • All park shelter reservations must be made at least 7 days in advance.
  • Please allow a minimum of 7 days for your reservation request to be processed.
  • Complete the Park Shelter Reservations Form and you will be contacted to confirm your reservation date.
  • Please wait until you are contacted before calling to make your payment.

Once you have made your shelter reservation, it cannot be changed; unless there is an unforeseen personal emergency or bad weather. We will handle this on a case by case basis. 

Fees

Shelter fees are $30 for the first 2 hours and $10 for each additional hour.You can make payments by phone with a credit card and receive your shelter permit by email or pay in person at the Owasso City Hall located at 200 S. Main Street and receive your permit at that time.

Payments received for park shelter reservations are non-refundable, but we will be happy to reschedule your reservation due to bad weather. If you need to reschedule due to weather, please, email Tina Mushrush, Recreation and Culture Clerk, within 3 business days or call 918-376-1539.

Regulations Concerning Park Usage

  • Users must obey all posted signs and city ordinances.
  • All trash must be picked up and placed in trash containers that are provided.
  • Users responsible for supervision of facilities and user group.
  • Users are responsible for damages. Facilities will be inspected.
  • The Park Shelter Permit is your authorization to use facilities. The permit must be with you at the time of your reservation.
  • No vehicles are allowed on grass or walking trails.
  • Propane grills are allowed on days that are not considered red alert day for fire danger. Charcoal grills are prohibited.
  • User permit has priority of occupancy. If someone is occupying the shelter during your reservation time, please call the Owasso Police Department Non-Emergency number 918-272-2244 for assistance.
