1. How much is the Ambulance Service fee?
City of Owasso utility customers are billed a $6.00 monthly fee for Ambulance service, of which $4.00 is applied to an Ambulance Subscription. The monthly ambulance “subscriber” fee is mandatory per city ordinance #639 for all utility customers within the corporate limits of the city who receive water service and/or sanitary sewer service from the City of Owasso.

2. What does the Ambulance Service fee cover?
The Owasso Ambulance Service “subscriber” fee covers an emergency transport by the City of Owasso ambulance service for any person living in the “subscriber” household or for emergency transport for any person at a “subscriber“ household.

3. The fee I’m charged can’t possibly cover the cost of an ambulance trip. Who pays the rest of the cost for ambulance service?
If you have insurance coverage, services for emergency transports are billed to the patient’s insurance carrier through the City of Owasso’s third party billing agency. Remaining balances that are unpaid by a City of Owasso ambulance subscriber’s insurance company are covered by the Owasso Ambulance subscriber fee and no further collection attempts will be made. Subscribers should experience no out-of-pocket expenses.

4. What isn’t covered by the fee?
The monthly ambulance fee does not cover transportation for a scheduled appointment or to a non-emergency facility. The monthly ambulance fee also does not cover transportation from a hospital to a skilled care facility.
Service for non-emergency transports (transports not made to the Emergency Room) are billed in full to the patient’s insurance carrier through the City of Owasso’s third party billing agency. Balances that are unpaid by insurance are the responsibility of the patient to pay.

5. What do I do if my insurance carrier sends me the payment for ambulance service?
All insurance claims paid on behalf of the patient for ambulance service should be paid directly to the City of Owasso. It is the responsibility of the patient to forward payments from their insurance provider to the City of Owasso. Payments received by the patient should be endorsed and forwarded to the City of Owasso.

6. Are EMSA (and other carriers) also covered by my Owasso Ambulance fee?
You should be aware that the City of Owasso has a “mutual aid agreement” with other ambulance services and that there are occasions when EMSA or another agency will be called to perform emergency transport of an Owasso subscriber. This may occur when all City of Owasso ambulances are involved in other emergencies. At this time, if your transport is performed by EMSA, it is not covered by your subscription.

7. What if I live in Collinsville?
Persons living in Collinsville who have a current ambulance subscription with the City of Collinsville and are transported by the City of Owasso ambulance service are treated the same as persons with a City of Owasso ambulance subscription.
Verification of the ambulance subscription with the City of Collinsville will be required.
Collinsville also honors the City of Owasso’s ambulance subscriptions.

Note:
The Owasso Fire Department Ambulance Service is designed and funded to provide
paramedic-level care for those in need of emergency medical treatment prior to admittance
to the hospital system. The subscriber benefit is designed to relieve Owasso utility customers
of the ambulance treatment and transport bill for a medical emergency prior to arriving at a
hospital. Often, in an attempt to ensure ambulances are available for emergencies outside
the hospital setting, Owasso Fire Department will defer nonemergency transfers (transfers from
an Owasso Hospital to a Tulsa hospital,and not to the Tulsa hospital’s emergency room)
to a private partner ambulance service.
